2. Santa Cruz - Ducked Him
3. Quigg - Ducked Him
4. Servesa - Mandatory challenger. They claim they want the fight but haven't heard anything in a while
5. Avalos -Ducked Him
4 of the top 5 fighters in his division ducked him. The other guy supposedly wants to fight him but if he passes up his mandatory position consider that a duck too. That's unheard of.

He hasn't had a chance to duck Rigondeaux anyway. After winning the title, Frampton had to fight Avalos who is the mandatory and obviously he'd fight Quigg next because it's a bigger fight. Frampton himself has said he wants to fight Rigondeaux after he wins those two fights.
