Bud vs Jermell would never happen without a belt. I wouldn't be surprised if Bud gets Madrimov and the WBA order Jermell to fight the winner since their main priority is probably money.

If all else fails Bud can fight Bakhram Murtazaliev. Nobody Really knows him or Madrimov....
