You are lookin way to far into this. Tense your arms? No. Throw the punch. It starts at your feet, moves to your hips, up to your shoulders, and out your knuckles. Your shoulder should always protect your face when you throw a punch. Youre worried about the wrong ****. Ever heard the term - practice makes perfect? Learn the proper technique to throw ALL punches and keep throwing them. Speed and power will come. you just need someone to teach you how to punch. Go to your local gym and take a couple boxing classes. When they say stay relaxed they dont mean turn your arm into a rubber band, they mean be poised. Be under control.

I got told to just throw the punches focusing on form , dont worry about tensing up or trying to power it, do you agree?

I agree with the other posters, you are worrying about the wrong things. The only time I tense my arms is when I'm defending punches I know I have to block.

This is all stuff you shouldn't think about. Practice and practice and it will come naturally. Over tense leads to fatigue.

Your forearms will tense because of an intensified grip/fist..I wouldn't think about it to much..Your body will adapt to punching the more you hit the bag and automatically harden your grip before impact. tensing for no reason just drains your muscles of energy that is better applied elsewhere.
