I think they're both as important as each other.You need both if you want to be a decent all round fighter

You can look at it in two ways.What happens if you take a guy who can throw like 3 punches to another's 1 and has **** technique , hands low chin up or the guy who hasnt got the intensity but decent technique who can't keep the pace .Both could be in trouble if they fight
