It will be a stupid move for pac to move down to 140 and everybody knows, been fighting at 147 for more than a decade now.
Pac is fighting Conor at maybe 154 to make something like $60M and he earned it.
When pac goes back to fighting real boxers, he’ll be fighting at 147 again and if teo wants to win the pac lottery then he has to wait in line.

Egis Klimas, the manager of WBA lightweight champion Vasyl Lomachenko (11-1, 9 KOs), made it clear that his boxer is not willing to move up to the junior welterweight limit of 140 pounds for a catch-weight bout with Manny Pacquiao...
Pacquiao could likely get down to the junior welterweight limit with no issues, and members of his team believe he can make the lightweight limit of 135 in a safe manner...
According to Klimas, the only way they would entertain a Pacquiao fight is at 135 - and they are not even interested in discussing anything even a pound over that limit...
“If we are talking 137 [pounds] and 136, no, there will be no catch weight. If he wants to challenge, he needs to come down. We are not looking to go to 140 pounds. If Manny Pacquiao wants to fight Lomachenko, he can make 135 pounds.”

Pac-Teo can happen if the price is right. This can be done at 140 pounds or even better at 147 with WBA Super Title at stake for a Teo Take-over or Take-out Teo. Pacman can do $10M vs Teo and $20M vs Bud if Bob should pay Pacman before he reaches 90 years old.

Why do you think he'd want to go down to 135 where he hasn't fought at since he was in his 20's?
Why do you think he could even make that weight still?
There is no upside to leaving 147 where Manny is still a player to fight a lesser name for less money & in a less prestigious & exciting division.
If Manny had lost to Thurman than maybe I could see the argument for going down in weight to 140, but I don't see the argument for going down to 135 ever.

It really depends how Teo maximizes that kind of opportunity and how he looks good on winning.
Pacquiao was just averaging 350-400K in PPV sale with the likes of Morales, Marquez, Barrera, etc.
It was the Dela Hoya fight that made his PPV sales reached beyond 1 million.
This fight also doesn't remind me at all of Oscar vs Manny. Oscar was 35. Manny was 30. They were both high level multi division champs & very proven.
Teo vs Manny is a 23 year old guy with 1 big name win vs a 41 year old legend with probably the best resume in the game right now & tons of belts.

If Manny is looking for someone he can fight at a 140, Josh Taylor in the UK is a more lucrative fight than Teo.
There's just no earthly reason Pacquiao would make a fight with Teo short of a huge bag offered by TR...and that is highly doubtful.
No one knows Taylor outside the uk and Manny ain’t going over there.
Mikey is a biatcch and Thurman is done.
Teo would be huge he’s the top dog right now and he’s not too big for Manny either.
Manny vs Ramirez or Teo would sell big it would revive the Manny vs Hispanic fighter rivalry.
