I thought interim champions only existed when the regular champion was out of action for a while.

But here we have the regular champion being active and fighting, but the WBA still seeing fit to have an interim championship bout.

The WBA rankings are meaningless. He is ranked 221 on BoxRec which is independent from corrupt sanctioning bodies. Figueroa is fighting an actual hobo in a title fight. If the hobo beats Figueroa it's cause he's a bum also.
