It's a tough call to pick the right or fairest venue but as long as they're not in the middle east, ffs.

It has to be Scotland if atmosphere matters at all. Or take it to Japan or whatever part of Asia inoue is from. They're the draws. Donaire and prograis can swivel they've got no fans. Donate has but cmon it's not going to the Philippines. Don't chat rubbish about homeadvantage it's the WBSS. They've had no accusations of corruption in any of their bouts.

In all fairness both fights need to be on neutral ground. Finance is of course the main issue, so who could come up with the funds? Mainland Europe IE France, Spain or Germany could work well for Taylor/Prograis, while Australia or China would fit well for Inoue/Donaire.

Having both fights be in Japan isn't a bad idea.

Alternatively having them both be in Southern California isn't bad either. Both Donaire and Inoue could attract the Asian population there, and it wouldn't be a hometown advantage for either Prograis or Taylor.

As weird as it may sound have both fights in NYC. Boxing championship history + mega venue + melting pot of cultures + easy to fly to location. NYC has to be a dark horse.
