My guess is this fight is a stepping stone to one of PBCs champions. They aren't going to let Bud walk right in and get a shot at Spence. So, he will need to fight a couple of guys who are still on the PBC roster so that PBC can squeeze whatever revenue is left in guys like Callazo. Without taking these fights there is likely little to no chance he gets a shot at Spence.

Lets face it, if he fought Brook or Peterson he'd be accused of fighting Spence's leftovers. If he fought Khan he gets criticized for fighting a guy who is rapidly declining and a glass chin, Berto is a punching bag, and Vargas would be a good fight but maybe he's not interested, he seems to want a Broner rematch, and losing to Bud may put that in jeopardy.

The PBC guys have and will continue fighting each other. Crawford signed an extension with TR knowing that it makes it harder to fight the top PBC guys and knowing that the TR's welterweight stable is weak. He deserves some of the blame

The extension makes no real difference as he still had 2 years to run on his contract.
The PBC guys would still be keeping it in house and he'd still be frozen out.
