Sometimes fighters just can't be held back and Kelly fits in to that category. I think he'll be better against better opposition too.

Coming off a lose to Egidijus Kavaliauskas but good step up for Kelly in what will be only his 9th Fight

Depending on if he wants to hang around a bit after Avanesyan; Kelly could easily win British, Commonwealth and European titles in successive fights early next year. He could skip those levels entirely though and start making his way up the world ratings. Might take a couple of years before he's ready to beat one of the World champs but the talent is definitely there and building by the fight.

He already has the Commonwealth title. Garton for the British title would probably be an easy win for Kelly.

However, Kerman Lejarraga has the EBU title, and that would be a real test. I doubt Hearn will allow Kelly to fight for the European title though. Lejarraga is too dangerous. Instead Kelly will beat other contenders until there is a chance for fighting for a world title once Thurman (retired), Spence (moved up), Crawford (retired?) or Porter are no more world champs and Kelly can beat someone 'over the hill' for the regular WBA title or something. By the way, I think Kelly has the WBA international title, not the inter-continental belt as original poster claims. Not that it matters. It is just Hearn's money belts to get his boxers ranked.
