Rojas got screwed by the WBA. He won the interim belt which made him #1 ranked and was supposed to be mandatory for leo Cruz. Then mares and Cruz delayed that because they were supposed to fight to unify the 2 belts in the WBA super and regular then Cruz got cold feet and demanded a tune up. So the fight got delayed to 2018. And instead of enforcing the winner (Cruz) to fight Rojas they made Rojas regular champ and no longer ranked. That means while Rojas now has a secondary belt Cruz will likely be ordered to fight whoever is now ranked #1 instead. Rojas was in a holding pattern for almost a year because he didn't want to take any fight that would jeopardize his status as mandatory for Cruz. Cruz is never going to fight Rojas too dangerous a fight and the WBA won't make him.
