I believe the IBO were looking into santioning this fight but when the WBF said they were interested, they pulled out. The WBF deal fell through as one fighter accidentally paid the World Bear Foundation instead of the BOXING foundation, so the IBU stepped up to sanction. Given the hostility between the WBO and the IBU was at boilong point, the IBA saw an opportunity to expose themselves. Furthermore the WBO and the IBA have their hands in each others pants and NABF weren't interested, this left the IBF interim title on the line and the WBA 'regular' champion. The IBF withdrew putting their INTERIM belt on the line, given neither fighter wanted to take on the hi risk/low reward Beterbiev next. Since the WBA SUPER title was taken and Kovalev isn't a regular person, the WBA didn't want to sanction the basic REGULAR title. The WBC wanted to protect superman as he a superhero and all round good guy, so not even their SILVER belt would be available. The WBA are seriously considereing their INTERNATIONAL belt for this fight as both guy have travelled internationally, but for the moment only the WBO vacant title and the IBA have their fingers in the pie.
