Canelo was told he had to defend against GGG next if he beat Cotto and he agreed to that. Then he asked permission for a voluntary defence first and was given what he asked for - as long as he agreed to sign to fight GGG within 15 days of that voluntary taking place or vacate the title.
The WBC bent over backwards trying to accomodate Canelo and keep him as their champion for the prestige and the sanctioning fee they would have got if he'd defended their belt against GGG.
The WBC wanted the fight to happen and GGG wanted it too. All Oscar had to do was make Golovkin a reasonable offer and start negotiating in good faith. The 15 day deadline would have been extended for as long as necessary to get the deal made.
