Q: so, why did they b1tch-out on the weight just over a year later ?
A: because fighting Canelo at 155 is a very dangerous fight, and Team Bull**** wanted EVERY possible advantage..... they assumed that Canelo would crack under the public pressure and the deadline from the WBC.
And in this video, GGG admits that he refused to budge on the weight.....

1) Canelo stated that he will fight at 155
2) Loeffler acknowledged that, and promised they would agree to a CW
3) When it came time to sign, GGG refused to budge on the weight
So, how could you possibly blame Canelo ?
