I would say Trinidad with 15 successful welterweight title defenses in a row with 12 KOs. Only Oscar gave him a close fight but he was weight drained having outgrown 147 and only staying at the weight to fight Oscar and then went straight to 154. Oscar and Floyd were also great welterweights. Trinidad was a monster in his welterweight prime.

Not sure who the best one is but I'd choose between Trinidad, Cotto, Dela Hoya, Whitaker, and Mayweather/Pacquiao. (Yes Mayweather/Pacquiao is one choice as of now)
