Cloud probably still brings some name recognition despite having now repeatedly shown his limitations and TBH Pascal has hardly looked a world beater himself in the last few years.

Kovalev may well have been the biggest money fight available to Pascal, but Jean likely knows he can make a good payday at the Bell Centre almost whoever he faces - I might dislike it, but I can easily see his reasoning. Cloud's recognised enough to sell the fight, but a far less risky proposition than Kovalev.
