Sounds like Frank Warren had a deal in place where Caballero got paid off for sitting this fight out if the IBF ruled as it has.

More like a British or Commonwealth title fight. Hall is maybe in the top 25 at bantamweight. The world is a mighty big place to be able to call fighters like Hall "world" champion
