Which of these P4P #1 fighters had more potential in his prime?

Pernell Whitaker? Roy Jones Jr.? Floyd Mayweather Jr.?

Which fighter do you feel, if you could have been their promoter/matchmaker and able to make any fight no matter what, in their time period had the most potential to be the best out of the 3 during their prime?

Which fighter had better opposition they could have fought?

List the fight(s) they should have taken in what weight class(es) they contended in that could have elevated them to an even higher level than they were/are.

List which fighter fought the tougher competition during their active career also.

Which fighter in their prime had the best skill set?

Which fighter took the most chances during their career and list them compared to the other two?

Floyd Mayweather Jr. (He didn't get any big fights until after he left Top Rank)

During those years with Top Rank I wanted to see him fight
    Kostya Tszyu
    Acelino Freitas
    Naseem Hamed

roy jones had the most physical talent of the three, if that's what you're asking.

whitaker and mayweather had the sort of talent and fighting style that lended itself to a long career. whitaker also had a great chin.

I was wondering a bunch of stuff New England and you are a solid poster so your input is greatly appreciated. I was wondering which one had the better opposition they could have faced in their prime(like Jones vs Calzaghe or Michalzewski. Mayweather vs Tszyu or Williams. Whitaker vs Quartey or 147 Tito etc...), which one had the best overall boxing skill set not just raw athleticism(everyone knows Jones had the most athleticism), which one actually fought the better opposition during their prime, and which one during their absolute peak prime was the best p4p h2h wise out of the 3 if they were all the same size. I know they all competed at 154lbs but that's an EASY win for Roy... I mean if they were all in the same sized body with just their own skillset and no like reach or size advantage.
