Only people that care about numbers are d-riders and haters. WTF is a boxing fan going to do with pay per view numbers? Numbers don't fight.

Bottom line is if you're a Mayweather fanboy you'll insist the PPV
numbers were still on the same level as before. If you're a normal
person, you'll believe the opposite. But fanboys will always assume
          you're a hater.

It's a bigger deal because it's the network making a guarantee for a PPV event, and it's a huge one. Normally it's the promoter, so who cares if they come out ahead. But if the network's budget is blown, you gonna feel it next year if you subscribe to SHO for boxing, like me. What's more, GBP and Haymon have SHO as their sole outlet, so it's fewer dates for them. How many, depends if Floyd fights again this year against anyone other than Canelo.

People in the industry that actually in that business swear by their children that it won't do more than 900k but a fanboy still insisted to me that it did over a million.

Pacquiao fans are annoying but loyal Floyd followers are the most irrational humans you will meet.

Not too hip with the numbers game with Showtime and all that, but lets say they don't receive a good return for their guarantee, does that mean less money in their boxing budget?

If we include streaming, I think it reached 870K.

Yes. In theory, they will need to mitigate their loss by cutting expenses on future boxing programming within the same fiscal year....

In other words, they need to stop the bleeding somewhere.

Maybe the budget is set for this year, but for sure it would come out of next years unless they keep doubling down. If the miss the break even point by 200k buys, that might be a 7m hit. 2 of these a year, and that's 1/2 their budget.
