Steroids were legal until 1990. That's when they became a controlled substance.
Not sure where you are getting your info but Testosterone was the first synthesized steroid and it's still used today and is by no means "crude" or makes you muscle bound. And in the 80's and even earlier than that, there were still tons of steroids available like tren, deca, winstrol among others. There isn't much available today that wasn't available in the 80's.
The issue is not the steroids, it's ignorance on the part of the people who were using and administrating them, which in this case I have to side with Russian. Dosing plays a big part in what you get out of a steroid, along with how your train and how you diet, and boxing is probably the most ignorant sport in existence even today when it comes to understanding the human body and training principles. In some ways boxing, in respect to strength training is still stuck in the 60's. What the reason for that is, I'm not sure

I'm not the one giving athletes the benefit of the doubt in using drugs. You could give an athlete back them rat poison telling them it would make thier punches .001% higher and they'd take it

Comparing an olympic lifter to a boxer is an atrocious reach.
And once again this goes back to ignorance of the human body. We know more about training priciples and dieting today that we could have ever dreamed of 40-60 years ago.
What you gain on steroids depends on how much you use (dosing), how you are training and how you eat.
You can take as much of any steroids as you want, if you aren't creating enough of a surplus in calories, you aren't going to gain weight.
Steroids are the same now as they were then clueless. Name 1 besides Victor contes that u can get now that you couldn't before? And his was about detection not results. The difference now is mega dosing.

How would you know that current stone age boxing training is the only way to train for boxing when you refuse to try anything else? Boxing still has their fighters doing hundreds of push-ups, sit-ups and pull-ups. Do you know how little all that translates to a power/endurance sport?
