Caballero planning to move forward with the fight hasn't been the question; the question is, will Top Rank allow Garcia to move forward with thw fight. I can see Top Rank having Garcia foreit his ranking and moving him in another direction.

Sampson Boxing has Sampson Boxing connections, meaning that they can get this fight a date on Telefutura. If Top Rank had won the purse bid, this would've been on an HBO or Showtime undercard. Unless something changes, Mayweather's going to be putting this fight on at a loss. Whatever though, good to see the Caballero's of the world have the house promoter for a change.
