cause this fight is an elimination bout for the winner to fight for the WBC 140lbs title.
Soto tried to fight Pac years ago, but Pac chickened-out.
Soto tried to fight JMM, MAB, VAlero, EM and they all chickened-out.

and it would be Soto's 4th title (not 3rd).

Soto has wiped out the 130lbs, 135lbs divisions by scaring off Pac, JMM, Valero, MAB, EM and many others.

But now that Soto has contract disputes that Top Rank owes him $1 Million (net pay) to him, Soto wont fight a TopRank fighter cause it would automatically tie him up to more TR rights, and they will keep ripping him off.
TR is just playing games, to protect Rios from Soto, so they cheat Soto over $1 million to protect Rios from fighting Soto.
