is this rule just for mandatory title shots or does it apply to all title fights? again this is if a purse bid is ordered by IBF

Mandatory title shots only I'd assume, if it's any other title shot i doubt the challanger would accept that & move on to another oppenent with a world title.

Purse bids are only held with the title holder and mandatory, so those terms are strictly for that.

For a lot of mandatory challengers 25% is an improvement on terms being negotiated. It's probably the reason Adamek is fighting Sam Peter for good measure, even though he's already the front runner for Wlad.

Why accept less than 25%, when you can become the mandatory and guarantee yourself 25% of what's sure to be a high bid (plus he'd get to keep Polish TV money if he lost the bid)?
