I say Cintron for obvious reasons. Cotto even in the foreman can be nailed with right hands.

I think Berto has the handspeed to land some punches Cotto wont see. The uppercut especially. Cotto has no D for it. Berto is a strong ass dude too. Him at 154 might not be a good idea for Cotto.
