Simple, He passed the drug test conducted by the Nevada Sports Commision;
Not a single Sports Commission ever question Pacman in regards to drug issues, only envious boxers are making wild and unfounded allegations, without any evidences to show!

Pacquiao never came close to throwing 1000 punches in a fight at Super Feather and below. In fact, he visibly gassed in many fights by the eighth round.
In the Marquez rematch, he was visibly blowing at Round 7. Finished physically.
He threw 680 punches in that fight.
Add that with the fact that he’s quite obviously taken on huge amounts of power, without putting on a pound of weight, and you can understand Paulie's continued criticisms.
Malignaggi’s point is clear, though. He thinks Pacquiao has no chance unless he’s allowed to prepare without any serious drug testing.
He thinks Mayweather will walk through Pacquiao, if Pacquiao had to prepare with the knowledge that he had to pass random drug tests,
And possibly why Pacquiao and Roach are so adamant that they need 2-3 weeks of guaranteed, no testing.

And yes, he only threw 680 or whatever punches vs JMM 2, but y is that so strange? JMM is his toughest foe due to his style. He was getting countered with some solid licks throughout the nite which naturally slows down his punch rate and weared him out physically, hence him being so "physically done" as the TS states.
Anyways, MALIGNaggi should focus on his own career and future rather than always finding time to hate on the P4P Hero of Asia Karoake King. He's just jealous because Pac has the admiration and envy of the ppl, while he looks like a lil ***** always getting his ass handed to him. LOL
