Kelly was then summoned to next face Murtazaliev as the next highest rated available contender, though still not the true IBF number one challenger.

The distinction is a key difference in the Brit’s entitled compensation in the event a promoter secures rights through the purse bid process. The split is 65-35 when between a reigning titlist and a No. 1 ranked mandatory challenger. It widens to 85-15 when the challenger is rated No. 3 or lower.
Key passage above. Probably the main thing holding this up.

this is the reality in boxing. promoters can make fights when they burn other people's money. when they have to promote and build a fighter, they are amateurs. they won't put their money to make fights but take the most money out of every purse (more than the whole team combined) without shame. well if they expected hbo, showtime, espn, fox, dazn and turki to give them endless money forever, they are very spoiled and incompetent. nothing will be better.
