If you are the "Face of Boxing" and can't get opponents to face you, then that clearly says you are the problem.
Tank can't get Shakur, Zepeda before the injury, or Loma. Once you offer a good amount of money they will accept.
This is how Turki has been able to make great fights, by offering good amount of money to take risk.

Mayweather never struggle to get opponents once he became the A-side. A-side are able to pick and choose opponents.
Oscar never struggle to get opponents either.
