Vernon Forrest was an excellent underated boxer who lost twice against a sloppy Mayorga. The point I'm trying to make is that all boxers have flaws...
For the record, I do understand your frustration with Shakur's lack of offensive passion and I'm hoping he steps it up a bit for the betterment of potential near future fights..

Oscar fought from 130 all the way to 160. At 130, he was coming off a gold medal at the 1992 Olympics so he was in his early 20’s. Would you call him a weight bully?
Crawford started his career at 135 and has just become a four weight champion with possibly fighting at 168. Would you call him a weight bully?

If a fighter is able to gain more weight than their opponent isn't that an advantage? If they weight the same fight night, then their is no advantage on any fighter, but they took that out many years ago.
What you are saying about making weight is true. I get that but if Shakur is weight bully then so was Oscar, Floyd, Bud and many more.
What you are asking or saying is that Shakur should just go straight to 147 because that’s where he’ll probably end up anyway. All the guys I mentioned ended up at much higher weight classes. The great SRL should have just gone straight to 175 instead of bullying smaller guys.

I respectfully disagree. It is a human emotion, not a condition. Reasoning is what differentiates us from most animals. Most animals react without reasoning, we as fellow humans have the capacity to think before reacting in a negative manner. Racism/Hate is taught or learned. Toddlers/Children do not hate other kids that are of different color or creed. If a child is raised in a healthy loving household and is taught to value and respect all, the chances are pretty high that said person will treat others as he/she was treated.
One can get angry for being hurt or disrespected and can react with violence or vulgarity, but racist tirades aren't the result of an angry reaction in my opinion. Having said that, I understand that we are all entitled to our own opinions so we can respectively agree to disagree...
