If Fury fought Wilder again, there'd be an uproar, and Joshua doesn't want to fight him yet. Fury just destroyed Whyte not that long ago. That leaves Usyk & Ruiz. The Usyk fight fell apart over money or rematch clauses or whatever, so that leaves Ruiz or someone lower ranked.

7-10 are Zhang, Anderson, Joyce, Parker ... if he fought Zhang, people would say it's an old Chinese guy who is barely Hrgovic level. If he fought Anderson, people would say it's an unproven hypejob whose best win is nobody anyone's ever heard of. If he fought Joyce, people would say Joyce just got stopped by Zhang, who wants to see that?
