Forget about the 5 judges idea. That will never fly. You will never get the governing bodies to accept that universally. It would be nice and would certainly limit the possibility of corruption and incompetence on the judges part but just like the WBC Bridgerweight division, I don't see it being embraced by pro boxing as a whole. What they need to do is the same thing they need to do with dopers, make the penalty much heavier. If a judge has a horrible scorecard that no one other than that judge and the fighter he scored in favor of can understand it, that judge needs to be suspended for 6 months from judging ANY pro fights, not just championship fights. It doesn't matter if an incompetent or corrupt judge gives in an indefensible scorecard for an 8 rounder or for a 12 round title fight, it's wrong and unacceptable either way and affects the fighter who is the victim of that poor scorecard on any level.
If the judge is a repeat offender they should be banned from judging professional boxing in any capacity.
Of course I'm not talking about a scorecard that reflects a close fight where some spectators thought the other guy edged it out. Everyone knows when a scorecard is out of the realm of possibility for a particular bout.
