Team Avanesyan agreed to the deal but then would never send the contract back.

It was a duck, plain and simple. Then Dud Crawford comes along and rewards the ducker with a title shot instead of fighting Ortiz or Boots.

No. You believe Ortiz's team, why? Of course they would say that. Let's not forget that it was Avanesyan's team that originally petitioned the WBC at their convention for the fight in the first place. If anyone ducked it was Ortiz by not pushing for it to be recognised as a final eliminator and then having the negotiations formalised. Clearly they weren't confident that Ortiz would win for the money that it might cost or they end up losing the fight to another promoter if it went to purse bids.

Why should Crawford fight Ennis or Ortiz? Both have fought no-one so far and he's just beaten his mandatory.

I believe what was stated by Rick Mirigian, yes.

Why should Crawford fight Avanesyan? Ortiz is the WBO #1 contender.

But I think we can all guess why Dud chose him and not Vergil or Boots.

Vergil Ortiz Petitions WBA To Have Mandatory Status Enforced Against Eimantas Stanionis
There was a point when Vergil Ortiz Jr. was willing to remain active while waiting for a title shot or at least a big fight. The unbeaten welterweight contender now aims for those worlds to collide. A petition has been filed with the WBA by Ortiz, who seeks to have his mandatory challenger title status enforced in a

WBA response is 2 months late. Nobody knows what the delay was all about when both fighters are inactive for months.
