This fight needs to be announced - the longer we wait, the less chance it happens. And the sanctioning bodies can't delay things forever, Spence hasn't fought an IBF mandatory in about 3 years and the WBO will start looking at Bud's next mandatory.
Assuming it happens, I'm picking Bud, he has more tools / does more things better:
Faster hands
Longer reach
Better footwork
Higher ring iq
More versatile offense
Spence has the punch output and is better up close, but he's going to have to walk through fire - from different angles - to get close enough to rough Bud up.

We'll have to agree to disagree agree, I don't think beating a faded Pacquiao makes you legit or having a competitive fight with Porter who loses all his big fights... but w/e to make your sugary man look better I guess.
