How long will Gary Russell Jr be allowed to hold the WBC fw title hostage?

Well he was due to fight Rey Vargas if i remember correctly, Vargas's belt was taken off him if i remember correctly, and he was assigned the mandatory spot for GRJ's belt. I think Gary just doesn't have the right sort of machine behind him. They just haven't promoted him in the same breathe as someone like Tank Davis who has the TBE machine behind him.
