I think Pacquiao will be disciplined enough to stay on the outside and box, rather than get caught up in exchanges. But Manny ain't Floyd, no matter how he has improved as a boxer puncher, he can be hit. Miguel is no slouch, he can box aswell, so best believe Pac will get tagged. If he can take Cotto's shots well, I can see him winning a decision.
Cotto has taken bombs from Mosely and been battered to submission by the plaster of Margarito, so he won't be troubled by Pac's power. I think if he can consistently time Pacquiao with his jab, he'll win and probably knock him out.
Judging on their recent respective performances, Pac has looked spectacular while in comparison Cotto has looked less than stellar. Manny is in his peak right now, whereas Cotto may well be at the end of his.

actually a welterweight fight is any weight between 141 and 147. 147 happens to be the high end limit. Any weight above the junior welterweight to 147 constitutes a welterweight match.
if slow plodding fighers like margarito and clottey can tag cotto at will then imagine what pac will do. pacs speed will be the key. too much movement for cotto.
