I don't think Paul Williams would beat Ali but it would be a close fight, both are 6'3 and have a 82 inch reach so size wouldn't be a problem for either of them. The 60 lb weight difference wouldn't matter at all.
The foot movement would be Ali's key to victory and he would win a close but clear unanimous decision.
I cannot see Ali avoiding the punisher for 15 rounds. But Ali had a great chin so I'd expect the ref to step in some time between the second and fourth round.

Richard Hall fights more than a bit like Paul Williams. Gives up his height, fights inside, has same torso movement back and forth approaching the opponent...good comparison
