Dangerous doesn't mean unbeatable and I don't think anyone has implied as much.

There is a reason why people chose not to fight Tony even though he was its longest reigning beltholder and fought the most top ten welters. He was a dangerous opponent with no name recognition.

Its been said time and time again over the years why the bigger names chose not to fight him. Its a favorite phrase of people who like to justify why particular fights shouldn't be made.
