An eliminator for Penalosa is a good idea, but one is not needed for Bautista who is already ranked #1. Why should Bautista's camp take it upon themselves to undergo an elimination process when such is not ordered by the governing body? Bautista should take on someone who can help keep him sharp--somebody durable and with enough skills to keep him on his toes and let him put in the rounds.
Penalosa is not the top ranked Bantamweight so, to make himself mandatory, he should take on the #1 ranked. But I doubt that Irene Pacheco shall risk his ranking.
Gello-ani may have had one drink too many or may have been on something really potent when he said what he reportedly said. The Bautista idea is foolish, while the Penalosa plan does not have a chance of flying.
In sum: bad news all around.

Oh ****, there goes the boxers' training. The handlers of these fighters should immediately find a tune up fight to keep them sharp.
