Ali was faster.
Tyson is short (178 cm againt 190-191), his hand are shorter (70 againt 80-82), his best punches a trown at midle distance, that why sometymes he look faster. He is like Joe Louis, with short, compact punches and fluidity in combinations, but dempsey-like explosive.
Moreover, Tyson opponents mostly was far slower than Ali's oponents.
Paterson and Foster are faster than Spinks, Frazier and Qarry were way faster than Ruddok and Elis/Terrel/Folley was faster than old Larry Holmes or even Tucker.
Truth is, Tyson demostrate his super speed and super skills mostly on moderate level opponents. Actualy, his best opponent in prime shape and will to win is Ruddok.
And Ruddock is not much better than Mac Foster.

Ali, without a doubt. Im talking both men in their prime, of course. Iron Mike had real quickness for a heavy, but there's a difference between quickness and speed. Quickness is a burst one, two, may be three shots. Speed is, to me, more of a continuum... No matter if it's a power punch, a quick combo, or protracted burst. He would carry speed with every one of his punches through out, and do it in a rhythm

Tyson was explosive but ali was faster, you couldn't see his shots coming they had no tell on them.

- -Prime Ali would definitely be faster running from iron Mike, but eventually he'd be trapped and raked by the most explosive combination puncher in history and probably stopped.
Ali couldn't do much with the post Cus Floyd who was severely injured with a herniated disc going int their first fight and looked horrible against an overweight, prediabetic Mathis making a return after 2 yrs of rust.

Ali had quicker hands while pot shotting and throwing one punch at a time. Tyson had quicker hands when throwing combinations. Floyd Patterson also had fast hands for a HW. Chris Byrd gets an honorable mention.
