Foreman is the heaviest handed fighter I know of. Meaning he doesn't need great technique or precision punching to hurt or stop someone. His punchers are hard and heavy and they're impact remains with an opponent longer than other fighters would normally.
I knew people who sparred with George in his earlier years and during his return, as he aged the shots lost some of their speed naturally but their effect was simular.
Biggest puncher I've seen, the biggest I've experienced was Shavers & Tyson.

Hardest ever puncher is out of Earnier Shavers, Ron Lyle, Foreman, Louis, Tyson or Liston.
For sheer 1 shot power, Shavers or Tyson.
Of all time P4P - it's a tough call but perhaps Julian Jackson or still Shavers.

Hard to say since most heavies in the upper echelons could put your lights out if they landed right. For me the guys who displayed truly otherworldly power are Tua, Tyson, Foreman and Cooney. Tua's probably the hardest of the bunch given the way his opponents got stopped.

Wlad hits pretty hard. Not sure he'd be in the upper echelon though. Vitali hit pretty hard, probably harder than Wlad.
