He had impact as a Heavyweight champion becoming a celebrity, thats about it.

Dempsey did change boxing forever. Your points about his flawed title reign are correct. But Dempsey became the most popular fighter in US history at that time. That created lots of interest in boxing (that trickles down through generations), and there is nothing more crucial to the health of boxing than having fans who talk about the sport and pay to see it.

Which is definitely lacking these days and will be sorely lacking once Mayweather hangs them up for good in about 2 years.
