Benny Leonard was very fast with both hands and feet. Harry Greb was said to be very fast handed. Joe Louis was said to be the fastest HW until Patterson. How can you state, as a fact, that Jones Jr is the fastest ever when you are familiar with maybe 10% of the fighters that have ever fought?

Is it really unusual for someone as big as Roy to be the fastest? Wernt the fastest boxers previous to Roy lightweights and featherweights?

I remember comparing Naz's handspeed with Roy Jones's back in 1995. I remember them both giving blinding performances (possibly even the same weekend against Steve Robinson and Tony Thornton respectively).
No two ways about it, Jones's combination punching was on a different level speedwise......impressive as Naz was that night!
I'm another who thinks that Roy Jones has possessed the fastest handspeed in boxing history, certainly that I've seen on film. To my eyes its even faster than the best bantamweights in history......at least on the combination front. Flicker film makes it difficult to really assess the speedsters of pre 1930 though.
Next to Roy, some of the fastest hands I've seen on film belong to the following:
Meldrick Taylor
Ray Robinson (especially with left hook combinations)
Ray Leonard
Floyd Patterson
Muhammed Ali
Mike Tyson
Prime Shane Mosley (the guy that decisioned Oscar had ridiculously fast hands)
As for why they are fast, I'd put it down to natural genetics......fast twitch muscle fibres, plus loads of hard work, fantastic technique and sheer skill.
Remember too, that in the case of fast bursts of combination punching skill level and experience is key. There might be dozens of professionals who posess the anatomy to throw rapid burst of punches every bit as quick as Roy Jones..........but you never see it because the individual lacks the skill level to engage, land and find the positions to produce.

Anyway, most the other people or on point. I think Tyson deserved an honorable mention in terms of his speed for a heavyweight. I mean, Ali wasnt faster than Floyd, Zab, Etc but he was abnormally fast ESPECIALLY considering he was a HW.
Hype or not but Gary Rusell might be on that list some day. The guy has serious speed.
