Punch right after the bell and scoring a round?

I'm just watching De la Hoya - Vargas fight again and in the 6 round I felt Vargas had slight adventage after 3 minutes, but then, right after bell that ended a round Oscar landed good punch that would take him on a lead on my scorecard. The thing is, that although he seemed to start punching motion when the round was stil on, it landed when the bell already ranged. So should I give Oscar and any other fighter credit for punch like that?

I appears the punch landed at the bell to me. But the punch was not what I would consider a round deciding blow. It is up to the referee's discretion to determine if it is clearly after the bell and if it was a foul, I feel the ref did the right thing and he was right there to step in between the fighters as the bell rang.
