I wouldn't argue with any order between Pacquiao, Whitaker, and Hagler. If I had to rate at this very minute I'd put Whitaker #1. It's just difficult to say right now when Manny will finally level off and be past his prime.

Hagler is easily one of my all time top 5 favorite fighters, but Pacquiao is a better fighter to me.

Pacquiao could surpass Whitaker if he beats Mayweather, but until that happens, if it happens, Whitaker is inarguably better IMO.
