Personally i think he is. The reason i say this is because in his prime, and when mentally and physically ready he was very fast and had a good defense. He would slip punches and exlode from underneath the taller man. He was also physically bigger and stronger than the men you mentioned (with perhaps the exception of Liston).
He could become very aggressive in the blink of an eye and finish a fight that had gone into the later or mid rds ( see Pinklon Thomas fight) or blow opponents out early.
KO power in both hands, left or right. He could finish you with one left hook, straight right or uppercut from either hand.
To me when focused and ready to go he is the most dangerous boxer who ever lived.
