It depends who you ask, I don't make lists but on lists I've seen Tyson is usually top 100 while Spinks is not on the list at all.

Spinks cleaned out one of the toughest light heavyweight era's ever and beat a consensus top 10 all time heavyweight great. Tyson was dominant and exciting at his best, but his accomplishments just don't match Spinks when you're looking at this from an all time point of view.
