Foster did give up 40 pounds to Ali in that fight. I can't say foster was a better puncher LHW Michael Moorer who had an incredible KO percentage at LHW and still had some decent power at HW.
Moorer however was a 200 lb man who cut down in weight to make 175 and fought smaller clubfighters at the weight, taking advantage of the day before weigh-ins. He was a big puncher no doubt but I wonder how he would have done against better competition at light heavyweight. He was still a good puncher at heavyweight, but not a one punch KO artist by any means. Bob Foster too actually had 20+ KO's against heavyweights but none against top competition.
