I think he's still a first ballot HOFer but it does raise questions about his fights before DLH, similar to how it raises questions about Toney's fights in my eyes.

Now he definitely knew he was on something, people just don't get big like that not taking anything...but there are legal ways to do it, and I reckon he just didn't ask any questions.Thereafter, Mosley’s attorney (Judd Burstein) advised the media that Shane’s position was supported by a lie detector test that Shane had passed “with flying colors.” Of course, the lie detector test had been unilaterally arranged for by Burstein.
“Consider these questions,” Rosenthal continued. “Why did Mosley have the supposedly legal substances he purchased from BALCO shipped to him instead of taking them back with him on the plane? Why would he taper off his use of the substances as mandatory drug tests got closer? What would Conte stand to gain by misleading Mosley? Why did Mosley stop taking all the supplements, even the harmless vitamins, after the fight? It adds up to a problem with Mosley’s credibility.”
It does harm his legacy because it means he cheated in some of his fights

I find nothing concrete to call the man a liar from what you quoted. Plenty of reasons could explain why he did what he did.
As for what Conte stood to gain, more clients. Less people are going to use if they know it's illegal.
Mosley's LW and WW career are roids free, and that's where he was great.

Well,Shane Mosley is a proven cheat and got away scott free.Antonio Margarito never actually did cheat and yet his name and reputation is tarnished forever.
It won't do anything to hurt his legacy as fat yanks love drug cheats.

Victor Conte had no reason to lie to Mosley, no other athlete caught using his products said he told me that they were legal supplements. In fact it would of been in Conte's interests to tell Mosley what he was taking, so that Mosley wouldn't get caught and also so that Mosley did not misuse the EPO and suffer a heart attack or stroke. I also don't know how Mosley believed that vitamins cost 1000's of pounds.
