Defended against Ceferino Garcia, Al Manfredo, Baby Arizmendi, Bobby Pacho, Lew Feldman, Davey Day, Ernie Roderick, Manfredo again, Howard Scott, Ritchie Fontaine, Jimmy Garrison, Pacho again, Garrison again, Joe Ghnouly, Pedro Montanez, Paul Junior, Ralph Zanelli, Junior again, Phil Furr, lost title to Fritzie Zivic.
Not nearly all of those fighters were great but wins over Barney Ross, Ceferino Garcia, Pedro Montanez and avenging his losses to Zivic later in his career should already cement him as a WW ATG.

I think Armstrong should be rated in at least the Top 3 147 fighters of all time. 19 Title defences over 2 years is extremely impressive when mostly only weighing 140lb. He also took the Title from a fellow ATG Welterweight in Barney Ross, who hadn't been defeated in 4 years.
Charley Rose ranked Armstrong as the #6 All-Time Welterweight; Nat Fleischer ranked him as the #8 All-Time Welterweight.
The 1996 Ring Almanac and Book of Facts rated Armstrong 1st at welterweight.
Amstrong's win his 147 Title from Barney Ross...........

I wouldn't have him top 10 but he does seem to get forgotten a bit, hell of a fighter a shorter prime than most of the ATG's mentioned.
