Cruz is the weakest by default only because the other champs like GSP, Silva, and Aldo are so dominant.

I also see both Jones and Cain as stronger champions.

It seems like Edgar is the weakest on paper, but anyone who beat BJ twice shouldn't be considered the weakest champion on the roster.
