Povetkin vs Chagaev WBA Clash is Coming Soon?

Russian heavyweight Alexander Povetkin, 21-0 and #2 with the WBA, is ready to fight again after his hand injury but is kept waiting. He is waiting for a world title shot. Now, anyone who looks around the heavyweight scene knows that there is no title when the champions, Vitali and Wladimir Klitschko and David Haye, are already involved in other fights.
 
Instead it's a "new" title that Povetkin is waiting for: the WBA's "regular" title, which is going to become available once the WBA appoints Haye as the super champion for his unification with WBO/IBO/IBF champ Wladimir Klitschko.
 
This move would free Haye from a mandatory defence against Ruslan Chagaev, while Chagaev vs. Povetkin would be an attractive matchup in either Russia or Germany.

i think the fight will have to be in germany if it happens.don't think chagaev can get a licence anywhere else but germany.he might be able to get a licence in the staes somewhere.if it happens i think povetkin will easily beat him in a lopsided decision.chagaev is too slow now.too many injuries....

I thought that by their owns rules, they had to wait for Haye to become undisputed before they made him super champ.
