No, Hearn has a backhanded deal with stubhub where they receive a massive percentage of tickets. Everyone knows it. It makes his events look like they sell out in minutes and he receives a massive backhander in payments, more than he would get from face value tickets through official sellers.

Doesn't it work like that in America too? Not to the same degree but brokers buy huge blocks of tickets and it's considered a sell out.
